What the Environment Agency registration means
Upper tier registration as a waste carrier, broker or dealer is required to transport or arrange the transport of waste as a business. Permitted waste sites and scrap metal dealers are licensed separately. The register records who holds each, and it is renewed, so a live entry means an operating business.
Why buyers look here
Registration is cheap and easy to obtain, so the licence itself is not the barrier here: the vehicles, the site and the customer contracts are. Fewer than a third own their premises, which makes the ones that do stand out sharply.
What to check
- Upper tier carrier registration is a low bar. A permitted waste site is a much higher one, and a different licence.
- Only about three in ten own the premises they work from; the rest depend on a lease and often on planning consent.
- Vehicle-heavy operators frequently hold an operator licence too, so check both registers.
- A quarter carry outstanding charges, commonly asset finance against vehicles or plant.
